1996 is as follows: 'Help' grants are intended to support local voluntary
organisations involved in promoting the interests of disadvantaged sections of
the West Lothian community.

Grants designed to encourage and assist with works for the
preservation, restoration or enhancement of listed buildings, conservation
areas and buildings in conservation areas. Grants would contribute up to 25%
cost of small schemes up to a maximum of #2000.00.

This scheme is sponsored and administered by the Council
and the West Lothian Access Committee.
It is available to organisations, companies and individuals to improve
public access of buildings and ensure disabled people are able to use
them. Commercial organisations may
receive up to 50% and non-commercial organisations up to 75% of the costs of
eligible works up to a maximum of #1,000, inclusive of VAT. Application forms and further information

Small grants are
available to local pensioner groups and organisations working with pensioners
to assist with the cost of special activities or services over the festive
period. Although payments made from the Fund to individual groups are
relatively modest, they make a significant contribution to the finances of many
groups and organisations who could not otherwise provide special social
activities for their members or pensioners in their communities. The amount allocated to the Fund is divided
between Council wards and the Elected Member for each ward recommends the
amount to be awarded to local groups.
In October each year the Information and Social Strategy Team advises
Elected Members of the groups active in their ward and in November a report is
considered by Strategic Services Committee on the level of payment recommended
to individual groups.

Grant assists existing Council tenants who are livi49 in
accommodation which is too large for their household needs to exchange to:
* smaller council owned property - exchange only
* smaller housing association elderly amenity or sheltered
property (exchange or re-housed).

Scheme aims to give
encouragement to local authors (either
individuals or groups) to produce works which makes a genuine contribution to
West Lothian's history and culture. The Council can act as an 'enabler' -
purely giving a grant to the author; or can take the entire project on board.
This involves arranging marketing, printing and selling the end product. All
income is then ploughed back into the scheme.

This scheme allows grants to be made to a limited number
of tenants of the Council to assist them to purchase a home of their own in the
private sector, thus releasing their council house to re-letting. Guidelines and applications forms are
